SOE Health Check Model
This model provides the framework for assessing the financial health and fiscal risk of government-related sponsors. Based on the methodology for screening state-owned enterprises, it evaluates profitability, solvency, and liquidity to generate a composite risk rating.
1. Indicator Framework
The model evaluates sponsors across three dimensions:
- Profitability: Return on Assets (ROA), Return on Equity (ROE), Cost Recovery.
- Solvency: Debt-to-Assets, Debt-to-Equity.
- Liquidity: Current Ratio, Debt Coverage (EBITDA / Debt), Interest Coverage (EBITDA / Interest).
2. Risk Rating Methodology
Each indicator is scored against defined thresholds to assign a risk rating (e.g., Low, Moderate, High, Very High). The overall composite score is a weighted average of these indicator ratings. Additionally, an Altman Z-score is computed to predict distress probability.
3. Evaluation Rules for Credit Committees
When a credit proposal relies on a government-related sponsor (e.g., SOE ownership > 25%):
- Mandatory Health Check: The sponsor must undergo a full 5-year historical health check.
- Risk Threshold: If the composite risk rating is High or Very High, explicit mitigants (e.g., direct sovereign guarantee, ring-fenced cash flows) must be present in the Security Package.
