Hearing Standards Compliance

Federal hearing standards under § 391.41(b)(11) require driver to first perceive a forced whisper at 5 feet, with or without use of a hearing aid. Drivers not meeting this may apply for the FMCSA Hearing Exemption Program.

Federal hearing baseline

  • Forced whisper test: perceive at 5 feet in better ear, or
  • Audiometric test: average hearing loss in better ear not greater than 40 dB at 500, 1000, and 2000 Hz, with or without hearing aid

Hearing Exemption Program

For drivers who don't meet the standard:

  • Application to FMCSA
  • Medical history + audiologist evaluation
  • Documentation of safe driving with current hearing status
  • Annual renewal

Hearing aid considerations

  • Many drivers use hearing aids to pass the test
  • Hearing aid must be in good working order at time of exam
  • Recommend backup aid in case of failure on the road
  • Battery condition matters

Common driver concerns

  • "What if my hearing aid dies during a trip?" → carrier should require backup aid
  • "Do I need to be tested every year?" → not unless cert was issued for less than 24 months
  • "What if I get hearing aids between exams?" → no need to redo exam; document new aid at next visit
