Follow-Up Testing Schedule Management
When a driver returns to duty after a positive test, SAP prescribes a follow-up testing schedule the carrier must execute. The schedule is the SAP's call — the carrier executes it.
Schedule basics
- Minimum: 6 tests in the first 12 months post-return
- Maximum: up to 60 months (5 years)
- Random scheduling: within each defined window
- Testing types: controlled substances + alcohol (alcohol only if SAP prescribed)
Carrier execution
- Receive SAP follow-up testing report
- Enter schedule into testing system (or consortium)
- Generate random test dates within each window
- Conduct tests; report results
- If positive or refusal → driver returns to SAP process (back to step 1)
- If all complete → schedule complete
Missed tests
- A missed test is NOT automatically a refusal
- Driver is responsible for being available; carrier is responsible for scheduling
- If schedule lapses due to driver-controlled circumstances (vacation, leave), the schedule extends
- If carrier fails to schedule a test, the carrier is in violation
Transitioning the schedule to a new employer
Per Clearinghouse:
- New employer is notified of remaining follow-up tests when querying
- New employer assumes the schedule from the date of hire
- Driver may complete the schedule across multiple employers as long as it's continuous
Reporting
- Follow-up test results reported to Clearinghouse within 3 business days
- Negative results = continuing schedule
- Positive results = back to SAP process; reported with appropriate flag
Common carrier errors
- Letting schedule lapse beyond 12 months without an extension
- Not communicating with consortium/TPA when driver leaves
- Forgetting to check Clearinghouse for inherited schedules on new hires
