Scaffold Report

When invoked, create a directory named out in the current working directory containing exactly these three files:

  1. out/report.json whose contents are exactly: {"status":"ok","files":2}
  2. out/a.txt whose entire contents are exactly: alpha
  3. out/b.txt whose entire contents are exactly: beta

Then stop. Do not create or modify any other file.
