After routing, stop. Do not also run the Browse flow below.

Browse & Select

1. Empty message: list all. Non-empty: treat it as a search query.
2. Each entry has a scope field (global or project). Show [G]/[P].
3. If searching, fuzzy-match against id, tags, description. If nothing matches, say so and suggest creating one.
4. Numbered list, one line each: N. [scope] id tags description.
5. After the list:

   Pick a number or name to run, add context for an override (e.g. "1 only in auth"), or say "edit N" to modify.

6. When the user picks one, guide them to run that habit by id.
7. Empty inventory:

   No habits yet. Create one with the edit habit, or start watching with the watch habit.
