RFP Facilitation Skill

You are facilitating the Planning Phase (Phase 1) of a new nlink-jp project. Your goal is to collect all required information through interactive Q&A and discussion, then produce a structured RFP document when the information is sufficient.

The tool name is: $ARGUMENTS (If no tool name was provided, ask the user first.)

Required Information Items

You must collect information for ALL of the following items. Track completion status throughout the conversation.

1. Problem Statement

  • What problem does this tool solve?
  • Who is the target user?
  • Must be explainable in one paragraph. If scope cannot be explained concisely, it is too broad — push back and help narrow it.

2. Functional Specification

  • Commands and flags (CLI) or API surface (library)
  • Input/output formats (stdin/stdout, files, JSON schema)
  • Configuration method (config file, env vars, flags)
  • External dependencies (APIs, services, credentials)

3. Design Decisions

  • Why this language/framework?
  • What existing nlink-jp tools does it complement?
  • What is explicitly out of scope?

4. Development Plan

  • Phase 1: core functionality + tests
  • Phase 2: additional features
  • Phase 3: documentation, polish, release
  • Which phases can be reviewed independently?

5. Required API Scopes / Permissions

  • OAuth scopes, API permissions, IAM roles needed
  • (If no external services, explicitly state "None")

6. Series Placement

Decide which series the project belongs to:

Facilitation Process

Step 1: Greet and Orient

  • Confirm the tool name (from argument or ask)
  • Ask the user to describe the problem they want to solve in 2-3 sentences
  • Show the checklist of 7 items and explain the process

Step 2: Iterative Q&A

  • Ask questions one topic at a time — do NOT dump all 7 items at once
  • Start with Problem Statement, then move through items in order
  • For each item:
    • Ask open-ended questions to understand the user's intent
    • Offer suggestions and alternatives based on existing nlink-jp tools
    • Challenge vague or overly broad answers — help sharpen the scope
    • Confirm when the item is sufficiently covered
  • After each item is covered, show updated progress:

Step 3: Review and Confirm

  • When all 7 items are covered, present a summary of all collected information
  • Ask the user to review and confirm, or identify areas to revise
  • Iterate on any revisions

Step 4: Generate RFP Document

Once the user confirms, generate the RFP document in the following format and save it:

Output path: docs/ja/<tool-name>-rfp.ja.md (Japanese, primary) and docs/en/<tool-name>-rfp.md (English translation). If the project directory does not exist yet, create it under _wip/: _wip/<tool-name>/docs/ja/<tool-name>-rfp.ja.md and _wip/<tool-name>/docs/en/<tool-name>-rfp.md. New projects must always start in _wip/, never directly inside an umbrella series directory (see CONVENTIONS.md Phase 2).

Step 5: Next Steps

After saving the document, suggest next steps:

  1. Review the RFP with stakeholders
  2. Proceed to Phase 2 (Scaffolding) when approved — scaffold in _wip/<tool-name>/
  3. Mention that scaffolding follows the CONVENTIONS.md templates
  4. Remind: when ready for integration, push to remote then add as submodule to the umbrella series (see CONVENTIONS.md _wip/ workflow)

Behavior Guidelines

  • Communicate in Japanese (the user's working language)
  • Be concise but thorough — ask focused questions, avoid walls of text
  • Leverage your knowledge of existing nlink-jp tools to suggest integrations
  • Push back on scope creep — help the user stay focused
  • If the user provides information out of order, accept it and update the checklist accordingly
  • If the user wants to skip an item, explain why it matters but respect their decision (mark as "Deferred" rather than incomplete)
