Best Practice — Cross-Cutting Quality Enforcement
Concept of the skill
Portable final-pass quality enforcement across code, templates, skills, prompts, scripts, documentation, pages, and design. This is the enforcement layer that catches violations any single specialist might miss — the net for issues that fall between specialist boundaries, where no one domain owner is watching.
The mental model is a cross-domain gate with three jobs:
- Verify the artifact against public, current standards and local project evidence.
- Catch high-severity boundary failures quickly.
- Route deep questions to the specialist skill instead of pretending the breadth pass is enough.

Philosophy of the skill
This skill exists because quality violations most often occur at the boundaries between specialist domains — a developer focuses on getting the TypeScript right but ships a <div onClick> instead of a <button>, or nails the component logic but hardcodes a hex color. No single specialist skill catches all of these; each covers its own depth. Without a cross-cutting enforcement layer, agents produce code that passes within any one domain but fails the "would a senior engineer approve this PR?" test. Observed failure modes that motivated this skill: SQL injection via string interpolation passing TypeScript strict mode, skipped test.skip entries accumulating into permanent dead tests, Server Actions treated as internal functions despite being public HTTP endpoints, pure data transformations polluted with API side-effects, and heading hierarchy violations slipping through because neither the a11y skill nor the design-system skill owned the overlap zone. This skill is the net that catches what falls between specialist boundaries.
It keeps the final pass broad, current, and evidence-backed. It should not strip specialist knowledge into one giant checklist, and it should not replace the specialist skills. When the finding requires a source-to-sink exploit trace, use owasp-security. When the question is which test level can honestly observe a regression, use testing-strategy. When the issue is a Server Component read-path architecture, use server-components-design. The best-practice pass names the boundary failure, blocks obvious ship risks, and hands off depth.
Enforcement Workflow
- Name the artifact and scope. Is this a code diff, UI component, skill, prompt, script, doc, CI workflow, or page? Identify which specialist skills are already in play and which are missing.
- Inventory evidence. Read the relevant files, changed surfaces, tests, generated output, and local instructions. Run the smallest useful checks available: lint, typecheck, tests, build, security/dependency scan, accessibility check, bundle/perf check, link check, or screenshot/browser verification.
- Separate breadth from depth. Use this skill for high-signal breadth checks. Escalate to specialist skills when the result depends on detailed methodology.
- Apply the cross-domain invariants first. The rules in the priorities section below carry the highest enforcement weight because they cut across three or more domains.
- Classify findings by consequence. Block ship for data exposure, auth/authz gaps, unvalidated server mutations, unreachable UI, broken tests, secret leakage, dangerous supply-chain posture, or public/private boundary violations. Use warnings for maintainability or polish issues that do not create immediate risk.
- Report evidence and next action. Every finding should name the surface, the evidence, the consequence, the owner skill for depth, and the verification that would prove the fix.
Cross-Domain Synergy
As the baseline enforcement layer, this skill connects:
- layout-composition & frontend-architecture: Enforcing one L1 focal point, scan-friendly layout, and density appropriate to the task.
- visual-design-foundations & design-system-architecture: Surface hierarchy, component composition, token use, and information density.

Software supply chain — current threat reality (2025–2026). The npm ecosystem suffered self-propagating worm campaigns (the "Shai-Hulud" / "Mini Shai-Hulud" family) that steal CI and developer credentials, then use the compromised maintainer's own tokens to publish poisoned versions of other packages they maintain — exponential spread with no further attacker action. Breadth-level checks an agent should flag:
- A valid provenance/attestation is NOT proof the package is clean. SLSA Build L3 provenance and Sigstore attestations confirm which pipeline produced a package, not that the pipeline was uncompromised — attackers have published malicious packages with valid attestations by abusing a workflow's own OIDC permissions. Audit the pipeline config, not just the badge.
- Prefer trusted publishing (OIDC) over long-lived npm tokens; eliminate or short-TTL any classic publish tokens.
- Run installs with install-scripts disabled by default (
npm ci --ignore-scriptswhere feasible) — most worm payloads execute via lifecycle scripts at install time. - Pin exact versions via a committed lockfile and apply a cooldown before adopting brand-new releases of critical dependencies (most worm versions are caught and yanked within hours/days).
- A clean SAST/SCA scan is the absence of a known-pattern match, not a safety proof.

Upstream Displacement Notes
What changed in the platform landscape that a current breadth pass should reflect (kept so future audits see why a rule moved, without stripping the gate):
- AI review tools (Codex, Claude Code, OpenCode PR/GitHub passes) produce review signals — they do not displace this skill or accountable merge/release judgment. Treat their output as evidence to verify against source.
- Provider-native structured outputs displace prompt-only JSON formatting for machine-consumed LLM output. Flag free-text parsing where a schema-backed surface or runtime validator is available.
- React Compiler displaces reflexive manual memoization in Compiler-enabled React. Prefer simple component code; require measured need before adding
useMemo/useCallback/React.memo. - Next.js Cache Components +
use cachedisplace vague "explicit caching" advice. Ask what is cached, what is request-specific, what invalidates it, and what client-visible data crosses the boundary. - The DTCG 2025.10 token format makes token interchange a standards-backed concern; cross-tool token files are no longer arbitrary local JSON.
- OWASP Top 10:2025 changed category labels: A03 is software supply-chain failures, A10 is mishandling exceptional conditions, and SSRF folds into broken access control. Reason from the weakness/trust-boundary, not stale 2021 labels.
