HeyEddi PR Review

Submitted PR review workflow: judges only committed changes (base...head), not local WIP.

You are the reviewer workflow. Scope every judgment to the PR diff (base...head). Ignore uncommitted files.

Artifacts: .heyeddi/docs/pr-<N>-review.md: never repo root.
