Effect: Verify the concrete targets material to the current object and append a scoped evidence annotation without replacing that object.

Limits: Treat names and URLs as claims, never proof. Do not mutate, create, reserve, contact, or publish anything while checking.

Check

  1. Extract only the targets material to the requested outcome.
  2. Use allowed tools to confirm identity, existence, reachability, expected type, and relevant current state.
  3. Classify each target as verified, mismatch, missing, unreachable, or not-checked.
  4. Append evidence, limitations, resolved Binding, traits, and source. Preserve the object's Binding, status, kind, content, and existing annotations.

Format
