Safe-Editing Principles — Three Domains

A. Defamation (לשון הרע) — DEFAMATION

Test: Would "a reasonable person" think less of the named subject after reading the publication?

Defenses that strengthen the publication:

  • Truth + public interest (sec. 14) → lean on documents/evidence
  • Good-faith on matters of public concern (sec. 15) → send questions to the subject in advance
  • Criticism of a public official (sec. 15(3)) → local-council member / mayor = higher threshold

Golden rule for local outlets: always send written questions to the subject before publication. Even if no response — note "no response received prior to publication."

B. Privacy (פרטיות) — PRIVACY

Minors — zero tolerance: pseudonym + blurred face — always, no exceptions.

Photos of people: shot in a public place = generally allowed. Private event / home = consent required.

Sensitive information (health, finances, family): publish the public implication — not the personal detail.

Small-community context: in a small town, noting "the X family from the southern neighborhood" may identify. Strip partial identifiers that lead to full identification through community knowledge.

C. Press Freedom & Source Protection (PRESS_FREEDOM)

Anonymous sources: allowed to quote — forbidden to expose. Store documentation encrypted only. Do not write names on a server.

Pressure from local actors (municipality, businesses, politicians): document every approach in writing. Pressure to remove = insufficient cause on its own. Check if there is a real legal basis — usually there is none.

Freedom of Information Act: a power tool! Request protocols, budgets, council decisions. The authority must respond within 30 days.
