Planning Adapter

This is a lightweight Codex adapter for the repository-wide WelineFramework planning skill.

Required Workflow

  1. Read dev/ai/skills/planning/SKILL.md completely before planning.
  2. Read every reference that the canonical skill marks as required, especially dev/ai/skills/planning/references/plan-specification.md.
  3. Keep dev/ai/skills as the single source of truth; do not duplicate detailed planning rules here.
  4. Follow dev/ai/global-constraints.md, the owning module documentation, and matched specialist skills.
  5. In Plan mode, do not replace the required engineering deliverable with only a short progress checklist.
